Biography
Shalom Jacobs, Co-founder/Board Vice President
Shalom Jacobs is currently the principal Child Welfare Strategist at CGI, one of the largest IT and business consulting services firms in the world. Shalom’s passion and experience serving children, combined with her expertise of data systems led to the transformation of national child welfare practice in the digital age. Prior to joining CGI, Shalom served the Arizona Department of Child Safety (AZDCS) as Deputy Director. Due to her leadership, the once beleaguered organization became a national model after successfully undergoing a cultural, policy, procedural, and technological reformation. Shalom led the deployment of Arizona’s, first in the nation, end-to-end platform-based child welfare data system that replaced the state's outdated mainframe in 2021. Her proudest accomplishment, however, was the 45% safe reduction of children in foster care; this after Arizona had grown its foster care population by 92% over the prior ten years. Prior to her role as Deputy Director, Shalom served as the first Deputy Chief of The Office of Child Welfare Investigations, a newly enacted entity to better serve and protect children who were victims of criminal child abuse. In total, Shalom spent over 24 years serving Arizona children and families, from line level social worker to being second in command. Shalom is alumni of the University of Arizona (Wildcat), is married to husband, Paul, and has five children.
